​CFDA Calls for More Efforts

食药监总局发文进一步加强食品药品标准工作


日前,国家食品药品监督管理总局下发《关于进一步加强食品药品标准工作的指导意见》(下称《意见》)。

《意见》明确,到2020年,基本建立适应食品药品安全监管需求、体系完整、结构合理、技术突出的标准体系,标准科学性、有效性、适用性显著增强。标准管理机制更加健全,基本形成公众饮食用药安全有标可保、监管执法有标可依、市场规范有标可循、创新驱动有标引领的良好局面。据此,《意见》明确要加快提升标准水平和完善标准管理机制,前者包含“提高食品标准科学实用性,保障公众饮食安全”等四项措施,后者涵盖“加强标准统筹管理”等五项举措。其中,《意见》要求,重点推进食品中农兽药残留限量及其检验方法、生物毒素、污染物限量等食品安全标准的制修订,加快保健食品安全国家标准修订等。

The China Food and Drug Administration ("CFDA") has recently distributed the Guiding Opinions on Further Stepping up Efforts in Food and Drug Standards (the "Opinions").
The Opinions expressly state that a thorough system of standards that adapts to demands in supervising food and drug safety, and is reasonable in structure and prominent in technologies, will be basically established, and the standards will be apparently more scientific, effective and applicable, by 2020. At that time, the standard management mechanism will be more complete, and a good situation in which standards on the safety of foods and drugs consumed by the general public will be available, regulatory efforts and enforcement activities will be made based on applicable standards, market players will follow relevant rules, and innovations are push ahead in accordance with certain standards, will be basically formed. Accordingly, the Opinions call for accelerating bettering the quality of standards and optimizing the standard management mechanism. The former requires four measures, such as "making food standards more scientific and feasible and guaranteeing the safety of foods consumed by the general public", while the latter involves actions in five respects, such as "strengthening the overall administration of standards". In particular, the Opinions require that efforts shall focus on enacting and revising food safety standards in respect of limits on residual pesticides and veterinary drugs in food as well as methods to test the residuals, biotoxin, limits on pollutants, etc., and expediting the revision of national standards for the safety of dietary supplements.
